Carter report advises single brand for sport
Lord Carter, the chair of Sport England, has published the report commissioned by Gordon Brown and Tessa Jowell to examine the better co-ordination of effort and resources in sport.
The research highlights five key areas of focus and recommends that they form the main priorities for the sports sector over the next three years.
A central area is the creation of a single, well-branded access point for accessing funding, strongly backed by government. Carter proposes the introduction of new measurement and monitoring systems which would inform government investment, with benchmarks and evaluation encouraging continuous improvement in performance.
Also advised is establishing a National Infrastructure Fund, combining public and private finance, to upgrade facilities. Another key proposal – the creation of a new National Sports Foundation to help harness private investment – also features, and was backed in the recent Budget to the tune of £27.5m.
