Taking place at the BT Centre in London on 11 and 12 May, the conference will focus on the role of sport in the UK’s export economy, the globalisation of sport, governance and the future of mass-participation sports.
Whittingdale will deliver his speech on the former, while Shimazu will tell delegates about the opportunities to investors from Japan's hosting of the Rugby World Cup.
Other speakers include England Rugby head coach Eddie Jones, World Rugby chief executive Brett Gosper, British Olympics Association Bill Sweeney and UK Athletics chair Ed Warner.
The conference will be chaired by Telegraph columnist Jim White.
