The contract was signed by the club's chair Himyar bin Nasser al-Ismaili and the CEO of the company making the investment through the Oman-Kuwait Partnership.
The luxury hotel and 60 villas will be used to accommodate sports teams. Other facilities will include an indoor hall housing handball, basketball and volleyball courts.
The investment will also feature a power sports athletic area, a centre for water sports, a cinema hall, a bowling alley, a football academy and sports medicine complex.
Other facilities include football pitches, tennis courts and a golf course as well as separate male and female spas.
Ahmed bin Salim al-Busaidi, deputy chair of Fanja said: "It was designed to achieve three basic objectives: revival of the glamour and glory of the club, the foremost of which to put back the club to its place among the elite clubs."
