DCMS white paper pledges culture for the masses

The Department for Culture, Media and Sport (DCMS) has released a white paper on culture, outlining the government’s vision, strategy and proposals for the UK’s cultural sectors.

The first cultural white paper in more than half-a-century and only the second ever published in the UK, culture minister Ed Vaizey pledged to put the arts “at the heart of everyday life”, also announcing plans for a “wide-ranging” review of the UK’s museums, Arts Council England (ACE), and the Heritage Lottery Fund (HLF).

According to the white paper, the museum review will focus on three areas including national infrastructure and how it relates to those in devolved nations, how DCMS-sponsored museums can work more effectively together, and the roles of ACE and HLF in supporting regional museums.

The paper also includes a plan “to inspire children from poorer families” by giving access to actors and curators, with Vaizey saying arts and heritage must not be “for the privileged few”.

A four-year Cultural Citizens programme, first announced by Prime Minister David Cameron in January, will be piloted in the North West, North East and West Midlands, with the intention to give children across the country access to cultural experiences.

“This white paper builds on what has gone before,” said Vaizey. “It is not a revolution but an evolution. It recognises the importance of political leadership at national, regional and local levels, as well as leadership within and across the cultural sectors and beyond. It is a vision of culture in action – of culture that is rejuvenating our society and our national and local economies.”
